Cecil W. Cheney, a resident of Rio Rancho since 1980, died on January 10, 2009 at home, after a short illness. Cecil, a native of Colorado, was the first personnel manager for the City of Rio Rancho after the city's incorporation. He retired from a career in personnel from the Sweda Corporation in 1979. He was a knife collector, avid fly fisherman, golfer, and enjoyed many years of RVing. In June 1940, Cecil married Alwilda Cutting, a fellow teacher, in Monte Vista, Colorado. She predeceased him in 2003. Cecil is survived by 2 daughters, Jackie Moseley of Rio Rancho and Jan Sensenich of Phoenixville, Pennsylvania. He leaves 2 granddaughters, Carrie Ray of Bridgeport, Pa., and Shawn Lawn of Yardville, NJ. He was predeceased by a grandson, Robert Moseley of Rio Rancho.
