Joe was born in Winslow, Arizona. Joe was born into the Towering House People Clan and born for the Big Water People Clan. Joe attended Window Rock School District. He was self-employed as a silversmith. Survivors include his father, Colbert Joe Sr.; sisters, Darlene Tullie, Shirley Joe, Charlene Johnson, Arlene Joe, Elaine (Cindy) Joe. Joe was preceded in death by his mother, Lucille Joe; brothers, Leslie Joe, Corbert Junior Joe; sister, Jerilene Joe. Pallbearers will be Colbert Chischilly, Ryan Chischilly, Daniel Tullie, Kevin Anderson, Francis Chiscihlly III, Tommy Nelson.
