Age 84, passed away Wednesday, August 19, 2015. He was born in Hazard, KY on December 8, 1930. Third son of Jesse T. and Maude (Barnes) Noland. Paul attended public schools in Irvine, KY. In high school, he was an honor student, President of his senior class and he lettered in basketball, football and baseball. In his junior year, he had a record of 31 wins and 2 losses. During his senior year, he was starting guard and captain of the basketball team with a record of 26 wins and 5 losses. He was on the all-district team in basketball and honorable mention all-state in football. Paul graduated from Berea College (KY) where he met and married Billie Jean (Hurt) on November 15, 1953. He served on the student council under the work/student program where he was Fire Chief. He lettered four years in basketball and one year with the golf team. His senior year, Paul was captain of both the basketball and golf teams, which both won the their conference championship that year. Paul then entered the Navy and served as an Explosives Ordinance Disposal Frogman (Precursors of Navy Seals)  during the Korean conflict. Paul left the Navy with the rank of Lieutenant in order to attend graduate school for Public Administration. He was on Fellowship with the University of Alabama, as well as the Universities of Tennessee and Kentucky. He completed his Masters degree at the University of New Mexico. He worked as a City Manager in Abernathy, TX, Los Alamos, NM, and then Bernalillo County. Paul then served as Director of Water Resources with the city of Albuquerque. As Water Resource Director, he established an enterprise department that later became a metropolitan stand alone operation.  He was the first manager of Los Alamos County and received several awards for innovative solutions to city management organizations and programs. In retirement, he became an  avid golfer and won the New Mexico Senior Golf Championship. Paul and his wife Billie are members of the All Saints Lutheran Church and are life long Christians. He was preceded in death by his parents; and older brothers, Leon Noland and Harold Noland. Paul is survived by wife, Billie J. Noland; younger sister, Aleen Strong and husband Guy ; foster daughters who are two of Billie's sisters, Cindy Scheibel and Marty Noland and husband Mike Gilman; and sons, David Douglas Noland Sr. and Patrick Paul Noland and wife Susan. Paul is also survived by grandsons, David Noland Jr., Dustin Noland; granddaughter, Samantha Stokes Noland, and numerous nieces and nephews. A Memorial Service will be held on Monday, August 24, 2015 at 11:00am at All Saints Lutheran Church 4800 Saints Dr. NW Albuquerque, NM 87120. Interment with Military honors will be held on Tuesday, August 25, 2015 at 2:00pm at Vista Verde Memorial Park 4310 Sara Rd. Rio Rancho, NM 87124.
